Millerhill Environmental Permit

FCC Environment are progressing a Permit application for the Millerhill Recycling and Energy Recovery Centre. Consultation on the application has been undertaken with The Scottish Environment Protection Agency (SEPA). The application was submitted in early April 2015.

A copy of the Permit application documents can be found below. The application determination is running in parallel with the planning application process. 

Further to the submission of the PPC Permit application, SEPA have issued two schedule 4 requests for further information. These requests have covered areas such as:

  1. Confirmation of planning approval
  2. Air quality issues relating to the Musselburgh Air Quality Management Area
  3. Additional information on the Heat and Power Plan
  4. BAT Assessment for Noise, an update to the Initial Site Condition Report
  5. Emissions data from an operational FCC Plant
  6. Further detail on the odour control measures
  7. Further detail on fire water containment
  8. Further detail on the SUDS scheme
  9. Further data relating to the air quality assessment and human health risk assessment. 

All responses have been satisfactorily submitted to SEPA, and FCC await a draft Permit for agreement with SEPA before they undertake their Public Participation Consultation (PPD) before final Permit Issue later in 2015.

Subject to approval the site will be regulated by SEPA in relation to key environmental controls which will need to be adhered to for the Millerhill Recycling and Energy Recovery Centre.
