Carl Sargeant, the Minister for Natural Resources, yesterday (Thursday 14 May) officially opened Torfaen County Borough Council’s new household waste recycling centre (HWRC). The HWRC achieved a 79.4% recycling rate during its first month of operation, above the 75% target specified in the contract by the Council.
